Xrd is not dead in Japan. The game has a very active, and decently sized community, it's just that it's comprised of only old GG players -- new players dropped the game because they got stomped by the OGs. That won't be as much of an issue in America because losing doesn't cost money and there will be tons of new GG players on netplay to learn with.

Personally, I am looking forward to it particularly because of how many options you have while on the defensive- most fighting games don't let you do anything but wait and try to guess the incoming mixup or just get hit. UNIB has the GRD system that actively rewards you if you choose to keep blocking the pressure but there are also ways to reverse the situation. This means you shouldn't see stupidly long blockstrings happening nearly as much as most other "anime" fighters.
Also, it plays like a more reasonably paced Melty Blood, which is a game I fucking loved playing by myself but just don't have hands fast enough to be competitive against others.

There IS an airdash, but it is extremely risky as you cannot block shit when you use it. You open yourself up to every attack when you do it. Also, only one character can aerial backdash. Looking at match vids, the Assault is mostly used for a universal overhead/mixup option rather than as a mobility option. Only a few characters have double jump as well, so although you can be in the air it's a lot more grounded.

Because the arcades take into account all players including new/bad players, and Chaos is not easy to use on top of being weak. Also that's not winrate, it's total amount of matchup points. If every matchup was 5-5 for the character then the total would be 65 (5 x 13) points as this total doesn't include mirrors.
Take notice of Yuzuriha having a rather low total despite being a pretty good character. It's because she's so popular and has a lot of bad players dragging down her calculated matchup points.

You can use Vorpal to Guard Cancel for free. Ordinarily it costs 100 meter and you get GRD broken when performing it (unable to use all D moves for a short period of time). Otherwise, you can use to for Chain Shift as you said. The screen doesn't freeze every 12 seconds, you can choose whenever you want to use or not use the chain shift. It's just another possible mixup/read you have to make.
For example, after your throw gets teched the opponent has 8 frames advantage and can hit you with a quick move. But you can chain shift and reversal if they try to do this, or your opponent can read that and bait the chain shift.

Street Fighter 4. There's plenty of people to play and it moves at a pace that allows you to learn fundamentals / footsies.
You can start with whatever you like but having to fight the AI all the time may teach you some pretty bad habits. Also, some characters in games like BlazBlue allow you to feel like you're doing well at even an intermediate level with some pretty scrubby techniques. See this video:

The latest version is Ultra. As for system to play it on it depends on people you know who will play you. I personally suggest console because steam netplay is shit right now. Also, consider BlazBlue CP on ps3, that game is pretty beginner friendly too.

Ultra is the most recent. Between PS3 and 360, 360 is generally recommended because of both performance / online and player base. I think the the previous version (Arcade Edition) is even free with XBL right now, or at least it was a few weeks ago. If you can get AE for free, you'll only pay $15 to upgrade to Ultra.
PC version of Ultra isn't out yet but if you've got a decent rig, it will perform / look the best and you'll have a wider selection of controllers you can use for it. Online is an unknown at this point though.
