Charlie could have a totally different moveset from Olimar based off each others' games, no two characters are so similar that they should be switched like that...

Even in the canon games, Charlie, Alph, and Brittany can't do anything that Olimar and louie can't (okay, they can dodge roll and throw other captains, but evasion was already part of Olimar's smash moveset and throwing another captain isn't needed unless iceclimbers)
