It's not unconditional at all. The winner selects character first, then the loser can pick the character he bests thinks counters that character. It's an advantage for the loser.
Take Armada vs Hungrybox for example. Armada picks Young Link because it counters Jigglypuff, then Hbox picks Fox because it counters Young Link. If Armada picks Peach, Hbox would pick Jiggly, so Armada is essentially locked to an inferior character.
