Why my gpu usage and fps drop in cities in Skyrim? Is it becouse of my gtx 960 or i5 4460?

my shitty i3 and 2gb amd does 60 fps everywhere
It's the CPU for the most part. Skyrim only utilizes 2 cores which means if you have any AMD CPU or a lower clocked or locked Intel CPU, you may experience noticeable framerate drops in cities or when overlooking large areas.
It's a fault of Gamebryo and Bethesda's poor 'optimization'. I believe there's a mod that reduces framerate drops in cities, I'm not sure what it's called.

nothing else to talk about. has a bit of a 'feel good' vibe from it, so people jump on it because they just want a game like that to come around.
it's overrated a shit. pretty fun, solid 8/10 but nothing spectacular. most people who jump on it are fur fags or people who just haven't played a lot of games and this sticks out in the small library they've played.
Basically one guy created a game with a captivating story.
That's it.
I know he had some help but Toby essentially did all the work himself whereas Triple A teams shit out mediocre products.
