VDM probably wasn't even planned to play out like it did. While such a thing has never been openly discussed by the staff, it feels a lot like the end result of in-fighting. The first three episodes were solid and promising, and then midway through episode 4, it degenerated into lazy episodic crap lacking in any sort of real direction that was also disappointing mild on the fanservice. My guess? The original plan for what was supposed to happen after episode three was scrapped, and they rushed out the "safe" (not really, as reflected by sales, but that tends to be the delusion behind going more boring and conservative) material that we got instead.
This was reflected in stalker, too. For the first three weeks, VDM was behaving like the early episodes of successful anime original franchises typically do. Then, starting with week four, it dropped hard, and never recovered.

We know the marketing team suck, and we know originals is harder to promote compared to well established adaptation. People are cautious about new IPs. It takes an amazing amount of hype to push it past 100 and keep it there from the start. The new fans are waiting and seeing how things turn out, and word of mouth also needs to spread a bit.
However, where Symphogear and Dog Days kept momentum (since you have the attention span of a goldfish, I'll remind you that they behaved roughly the same as VD in the early going), VD ran out of gas and rolled backwards starting with episode 4. Not coincidentally, that same episode also marked a drop in quality for the series.

But more importantly, those early ranking means fucking nothing. Many show gets a good start and they always fall down the rank regardless whether they turn to shit or not. Adaptations, originals, all the same.
You need to stop deluding yourself that VD could be more than what it is. It is what it is. I love the show, I love the character, and I love all of the fanarts. The creators are good people, they tried their best to make good show, and they're satisfied with what they made despite all of the flaws. And I share their satisfaction. VD is good enough.
