Take a deep breath.
When was the last time you heard of a TCG released by Takara Tomy in the West? I recall the last game by Takara Tomy was Duel Masters. It was discontinued by the USA 10 years ago due to low interest and sales.
Meanwhile, Bushiroad has established branch companies in the West and have a record of successfully translating (at least from my count) 2 TCGs- being Weiss Schwartz and Vanguard.
If anything based on what we know, it's more likely that Takara Tomy do not believe the TCG would sell well should they bring it over to the West. Not only do they not have local branches but what happened to Duel Masters a decade ago has probably made them risk adverse with regards to the TCG Market. They tried it once in the past, it didn't work out and for now they'll rather focus on Japan. Bushiroad on the other hand has an established presence, it makes it easier for them to bring Luck & Logic over as the local branches have the experience of promoting and selling card games.

We'll leave aside the question of whether this should be celebrated.
The question is would this damage Takara Tomy's reputation if they had sold Wixoss cards as it is?
Two options
1. They go ahead with it and explictly market it as a game for adults. I don't think this would be an issue as the people in general would recognise it as an attempt to branch out to a newer, older audience. I think this would be analogous to the RTD era Who branching out to difference audience with Torchwood, a show specifically aimed at adults. Similar to what could happen with TT, Torchwood was marketed as a show sold to adults, the general populace recognised it as such an example. Consequently, there was no backlash as they already had a developed expectation that it was not for children. By advertising it for adults, TT can sell the cards and avoid any potential backlash.
2. Censorship- Now, it's accepted that Japan and the West has different attitudes when it comes to sexuality and violence...or it's just the censorship board. If the card art really is that much of an issue, should Wixoss be brought over they can be censored. This has worked before with Yugioh where card art deemed too lewd got extra clothing (Harpies). Now, yes censorship is a bad thing as it alters the original art but that's a small price to pay for getting the card game here, translated and readily available for an English audience.
Let's look at YGO, censorship no matter how ridiculous (they even censored the Ankh once) was a small price to pay for getting the card game to the rest of the world, popularising it with children, giving these children something to enjoy and raking in money for Konami.
There are flaws to this option but this way, they can sell the cards and avoid the backlash for 'sexualisation' if the backlash proves to be too real. If you really wanted to play the game in English, lolis less revealing clothes seems like a small price to pay.

Adult TCG are a very niche market in the west. The only English speaking communities for Wixoss that I'm aware of, are a small number on a reddit, a small number on tumblr and the threads on /a/ which attract around 100 anons at the most.

This is a terrible example. Torchwood was a failure. I'm not saying that it was a failure because it was taking something family orientated and aiming at an adult audience, it simply didn't appeal to a large number of people.

This is only way I think it would happen. I still doubt it would, as it would incur extra costs. New card art would have to be produced to replace any existing art that was deemed to much for western sensibilities. Personally if Wixoss was brought to the west censored, I'd rather continue buying uncensored products from Japan. Which is another issue, the small number of people in the west that do want Wixoss products, are already doing just that. I don't see a large new audience appearing if it did get an English release.
I'd like to state that I'm not against a release of Wixoss in English at all. I just don't see TT doing it, as the chance of profit is too low and the risk of possibly damaging their reputation as a safe and trusted manufacturer of children's toys is too high. Selling children's toys is their main business. Both Tomy and Takara were doing it for over 40 years prior to being merged.
The difference in target markets between the potential Wixoss consumer base and their traditional consumer base of parents is to great. It a clash of morals and cultures that would be fought by multiple groups of varying interest and probably would be played out on the internet and media in the most ugly way possible. It's a shitstorm waiting to happen. I do not hold anything against TT for not wanting to be the ones to be the company in the middle.

Yeah but the idea of TT actually send it over would be a shit load of censorship. Using the Yugioh example, the OCG of the game is for 13+ and when they brought it to the west the age was slashed in half to 6+. Similarly, the anime for Yugioh was heavily censored and modified, and that censorship continues heavily today with Arc-V. If TT did bring it over, I would expect a lot of censorship with the cards, just like they did to YGO.

Sounds like great material with a lot of drama potential- anyway… Well, I think there's a scene in chapter 8 when Kiyoiadmitted that she faltered when she saw Amika because she looks like Sakaguchi… and she saw Amika as replacement of Sakaguchi- but then she grows fond of her and want to be with her… but she also still wants to avenge Sakaguchi...… NTR flag.
I just don't like Amika... I guess.
... I'm a bit salty - esp the fact that until the end, Kiyoi is referring Sakaguchi as Sakaguchi, while she goes along calling other girls by their given name.
And the fact that Sakaguchi could casually forgive Kiyoi- well, Remember is the one at fault, but… I guess Sakaguchi really has big heart by letting Kiyoi be happy- it’s questionable how she felt considering Amika and Sakaguchi is exactly alike, aside from some matter, such as hair style, wixoss skill (Amika did well to master blue Appli in such short time though) and wealth.

True Duel Masters was a children's TCG but my point was that Takara Tomy already tried releasing a TCG in the West before and they failed at it. Duel Masters has been dead in the West for 6 years. If they failed before, it stands to reason that ultimately they'll be nervous to try again. They will have to invest in manufacturing english cards and marketing them only to worry about it failing and losing their money.
Actually the point of it being a Adult TCG probably makes it even more difficult for Takara Tomy to localise.
They already failed once with a Children's TCG so why would they bring over a Adult TCG for a very niche market. It will probably be even more difficult since the likely buyers are much smaller then the children's market.

My point wasn't whether the TCG will ultimately be successful but whether an entity (in our case a company) can ultimately sell a new product for adults despite any pre-conceived notions that they are for kids. In that case, I think they can. Whether Torchwood was successful in ratings, when it was released and with the last episode it was known as a Adult series set in the DW-verse.
As for censorship as I pointed out, it might not be ideal but it's a small price compared to selling it to a new market. The art changes will incur some cost in editing but the returns are potentially greater once you get it out there and people start buying. The decks cost up to 20 something and I imagine there could be a hundred to perhaps a thousand buyers. The number of potential customers and the profits generated would likely bring back a return that would make covering up on photoshop paltry.
