I just assumed from the bullies just beating him up for money and leaving him there, if it'd been a gilr they probably would have tried something.
They also look flat chested (I supposed they could have their chest bound) and I don't really see how a sudden "It was a girl all along!" would really do anything for the story. So far Sato doesn't seem to differentiate a ton between people beyond "Shio" and "Not Shio", can't imagine she'd not beat them do death simply because it's actually a cute girl--unless she ended up looking like an older Shio with the hood down.
tl:dr I have no proof they are male, just the way I interpreted it.
Can't imagine they went to a love hotel, since they didn't notice the missing fliers until right before hairclip guy showed up.
