It's a sequel to Rebellion. We aren't sure if it's a new season or movie, but the closed trailer made clear it's def not a short OVA.
The concept movie trailer is being shown exclusively at SHAFT's 40th anniversary celebration which started in November and will conclude on Valentine's day. There's a high chance we should see some sort of public release of the trailer on that day or shortly after, but for the most part Shinbo already confirmed Quartet is working on the "new project"l back in December.
