The second characters did nothing because the main pair was already determinded since the beggining, so the authors wrote the plot this way.
But still, Shizuma was the worst yuri love interest I've seen so far. SP to me has the worst pairings I've seen.
Mei not so much, but sometimes I can't stand her, and I wonder why Yuzu is so in love with a person who treats her like this (especially in the first chapters).

Yuzu was quite naive at the start (and still is somewhat), making it easy for Mei to take advantage of her. She basically introduced the concept of sexual attraction to Yuzu.
As far as calling Mei a manipulative bitch though, isn't entirely justified. Mei is nearly as clueless as Yuzu, not knowing how to cope with emotions and tending to leave Yuzu to take care of that. Her intentions are so elusive because she isn't used to listening to her own desires. I think she is the most confused character in this manga.
But, yeah, she's still fucking annoying.

When you think about it, most of the conflict of the series comes from Mei's relationships with other people (teacher, dad, Sara). Even Matsuri, who pushed her way into the plot from Yuzu's side, spent most of her time antagonizing Mei instead. Not to mention that being significantly younger, she was never a true contender for the Yuzubowl.
Harumin would present an actual challenge for both Yuzu and Mei.

Also I didn't like much how everything revolves around Mei. Harumin got upset after Yuzu saying she kept her hair color for Mei, and Yuzu didn't even try to stop her from leaving. It's all Mei Mei Mei inside Yuzu's head.

Himeko has been bugging Yuzu about her hair for a long time. I don't remember where exactly but I remember it mentioned that it was inexplicable that the student council president was so lenient about her breaking the rules. I'm not talking about expulsion, since it didn't get to that, but there have been comments about it.

All the characters in Citrus have weak personalities, the only one close to have a strong personality is, funnily enough, Yuzu.
All of them run away or do stupid shit to avoid facing their problems, Harumin is prime example of this along with Mei (which is also the weakest one). Yuzu, on the other hand, always face her problems and tries to find solutions for them. It's too bad that Yuzu is not really bright an stumbles upon before finding the right solution.

I'm still enjoying this manga and to be honest I don't understand why some people dislike it. Sure, it gives you massive blue balls, and Mei hasn't done much progress, but shit it's one of the 1% of yuri manga that doesn't have a guy in it.
The art is gorgeous (bar the giraffe necks sometimes) and if it were adapted by a competent it'd probably do well too.
