Pretty much? I think it was the earliest and most well known. I think the first Cutey Honey was a bit gay, but she was android, not magical girl. And despite all the yuri and magical girls that came after I still have to give it Sailor Moon for yuri potential - I can't think of any other series where almost every single female character can be shipped with any of the other female characters without it necessarily delving into "crack" territory.
Also, I will never be over the US trying to degay it by making Haruka and Michiru cousins, with the amazing backfire of instead creating the double taboo of incestuous lesbians.

Rose of Versailles was a little bit "that way", and there are certainly others that came before it (none immediately spring to mind, unless you count Bubblegum Crisis), but as far as bombastically out there (pun intended), I think so.

It's Sailor Moon. Nearly anything and everything is legit, and arguments could easily be made for them (heck, let's throw Naru/Makoto out there, because why not?). I just personally think Mina and Ami work strangely well together.

Makoto/Ami has more on screen relations than Mako/Mina. Plus, Mina/Rei have subtext in the manga and live action. This is no brainer. Of course, the alternative pairings can be acceptable.

Michiru always struck me as being in charge of that relationship, Haruka just puts on a confident front.
