And while yeah it's true I can't tell you exactly you are playing the game the wrong way because it's a game about choice, Max isn't exactly a blank slate character, her personality is determined, you can just pick a couple of choices in game encouraging or discouraging her from particular actions.
There was an interview with the devs when they said that based on the statistics majority of people more or less picked the choices they believe Max would normally do so obviously they had an idea about some kind of canon Max.

The same reason many players thought it: narrative convenience. Max received her powers and visions of the tornado about the same time as she became involved in the mystery of Rachel's disappearance and Nathan's involvement in it. Throw in all the stuff about the Prescotts ruining the environment and native spirituality and it's easy enough to assume something like that. Besides, there's not a whole lot an 18-year-old can do to convince an entire town to evacuate when all your evidence of an incoming tornado is visions. In a situation like that it's easy to do the job you can and hope for the best.

I mean, chloe is the one that told her to use her powers so "irresponsibly", so max would either feel guilty for listening to her or resented at chloe for "forcing" to use her power so much
so if that was max's subconscious I'd say she would either dream everybody (possibly chloe as well) picking at her for being so irresponsible, with nobody defending her, or dream chloe being the main bully in the scene
