I think I removed all the problematic noise. My workflow was as follows:
360MB source > AviUtl to waifu2x, (uncompressed RGB24, 130 GB) > Baka Encoder to do RGB24-YUV420p piped into x264, 10bit, crf=18.
The mosquito noise was from using an 8-bit x264, so I switched to linux to do ffmpeg yuv4mpeg piping to x264 10bit. This introduced colorspace issues. I then switched to baka encoder as they had a post on their thing talking about how their RGB->YUV transform was superior to Avisynth as it was done floating point instead of integer. In the end, it appears to have worked.
I must say, I applaud the VA of Girl C in this game. Whenever she reads a line, I can't help but laugh.

I don't know why everyone likes to link introducing girlfriend to parents with drama. It's understandable with some couples, but for the likes of Nanami/Yuuna and Reo/Mai, things are way more likely to go funny and silly rather than dramatic...
