This is the problem when people don't move away from comic books as they get older.
The medium was aimed at kids and young teens. The stories and characters were simple, juvenile entertainment. At some point the reader would discover other things in life as they matured (cars, girls, getting a job, etc), and move on, while the next group of adolescents would begin reading, and the cycle would continue.
But for some reason, a few people refused to leave comics behind. Maybe they were slow, maybe they were nerds, whatever. They stuck around. Now instead of reading comics for an average of 3-5 years, it's 10, 20, and so on. As they get older, they expect the characters and stories to reflect that and age as they do.
Now they ask questions like "why doesn't Batman just kill the joker?" Well, for a couple of really good reasons. Because he won't have villains to fight if he keeps killing them. Because you've stayed too long in the playpen. You were supposed to move on years ago, but you stayed, and expected the comics to mature (heh) with you. Now instead of remembering a few stories where Batman fought the Joker when you were younger, you now have DECADES of stories, and you have the need to make them all fit, or change with you.
You're expecting serious drama and adult tales from something that was never meant to be anything more than disposable kid's fare.
And of course, now the companies are catering to 40 year old fanboys, instead of keeping on doing what they were doing. And the medium is suffering for it.
TLDR:
You should have stopped reading funnybooks a long time ago, and moved on to other interests.
You read comics to have some laughs, not for deeper meaning and adult stories.

Second of all the whole idea that kill index would be constant is pretty preposterous, since new killers are born constantly (non-killer killing a non-killer). Therefore, even if kill count would inherit, kill index would increase constantly.
But let's assume for the sake of the argument that kill count does indeed inherit. Now, if we say .xx% of population each year converts to killers and the overall population grows at rate 1.yy% each year, we can see that the kill index increases geometrically. Let's say a mad scientist invents a contraption that mauls considerable part of population. This naturally decreases the population AND THE GROWTH. Therefore, even if the kill index remains the same after the carnage, in a long term the scientist succeeds in reducing the kill index.
