I don't believe Karl is an actor playing a character, but I do think as Karl gained more popularity he was told to play up to his reputation as a lovable idiot more, which is why S3 of an Idiot Abroad was so shit.
Karl can't have been an actor because he's been with Ricky and Steve from the beginning, and was merely their radio producer until they decided to have him on the show more.
