I dunno if it's like this in the states but where I live it's relatively easy to get a medium/heavy rigid vehicle license if you are already licensed to drive a car. Lots of teachers opt to do additional training like that to make themselves more valuable.

The Magic Schoolbus takes place in the same universe as Mage: The Awakening. Miss Frizzle is a Mage with Liz as a Familiar and The Magic Schoolbus as a very potent artifact. Since she teaches via science, and is mostly into material science, she is almost certainly a member of the Sons of Ether, or Etherites. The children in her class are all Dreamers who are likely to ascend. Dreamers can witness magic at work without creating Paradox, which is like anti-magic. She is grooming them in the Etherite paradigm, which is a combination of science and magic.
Under that context the entire show makes a lot more sense. Janet is also a dreamer but was not inducted into the class because her skepticism makes her less likely to Awaken and if she did her disposition makes it almost certain she would use her powers for evil.
