Rather than make a Supergirl TV show they made a watered down Superman story. Literally every story was a Superman story tweaked for Supergirl. They even made her a watered down CLark Kent, working in media for Not Parry White, with a photog Jimmy Olsen that gave her the key to Superman's fortress.
