I don't see a problem with the goo. It doesn't seem like it was created as a weapon. It could be like almost every invention ever where it's applications were an afterthought to its creation. They use it to seed life, but it also works as a weapon. We don't know for what purpose it was created, or if it even was created.

This movie if filled with unanswered mysteries because they never had the intention to give them sense to begin with.
