The biggest problem is that the BBC is a monstrous bureaucracy which makes decisions by committee based on some pretty vague criteria laid out in their charter rather than any money making goals. They have to have a car show to keep a balanced set of programming but had no real understanding of what made the old show popular so just hired a safe pair of hands. Evans is great on the radio believe it or not, and is fine at most of what he does, but totally unsuited to top gear.
