Feig didn't make the movie in a vacuum. Sony could have stopped him at any moment. This wasn't done to them; they were totally onboard with his vision.
To them, an IP/franchise is just an exploitable name. They hired someone who didn't like Ghostbusters to make a Ghostbusters movie and gave him creative control. At no point did they look at the script and say "this isn't good, and a cynical use of the Ghostbusters name," at no point did they look at the production design and say "this doesn't look like Ghostbusters." It probably wasn't until they saw an early cut did they realize that Sony executives had dropped the ball in overseeing and guiding the project. They got the half-assed Ghostbusters remake they wanted, and they overpaid for it dearly.

It takes a lot of VFX work to redress a city street (check out the effects reels for Fincher's Zodiac if you don't believe me). They probably thought it would be simpler to just do the city street location from the ground up as a digital set rather than do a zillion of small, subtle effects.Also, Paul Feig probably doesn't know how to handle a location shoot featuring practical effects
