Chloe was a bit of a play on action-adventure genre expectations.
Indiana Jones and James Bond movies are known for switching out the female character with every iteration.
When Uncharted 2 starts, the player is introduced to Chloe and expects her to be the new girl but then Elena shows up and things become awkward.
It was a little inside joke to tropes of that genre (ex. "Hi, I'm Elena, last year's model") or something like that.
They couldn't do that agian with 3 or 4 so they let him end up with Elena.

If they make the movie in the same vein as the 4th game, Nathan Fillion is easily the best choice. Nobody else comes close.
