Because bad marketing was correct.
It was a 3D only movie based on a franchise most don't know.
Biggest Dredd Head I know didn't see it just because it was 3D.
People don't like the character because they're all smartasses who say "He's just satire of the american justice system" and think they've somehow outsmarted the entire franchise and should now hate it for no other reason than they've figured it out.
