David Lynch's take on that famous Ambrose Bierce story originating from a real life occurrence. Lynch says one day someone pressed his intercom and when he asked who it was he heard a voice telling him that "dick laurent is dead" but he knew nobody of that name and when he looked out the window there was nobody at the door, so he used that anecdote as a starting point.
A man escapes into his dreams after he murders his wife. After he has come to terms with -- not only what he has done -- but life, being, and existence themselves, he escapes his dreams and returns to reality.

I couldnt put it in 2 sentences and also not sure about the whole video tapes thing. Also it is possible that Fred had some type of disturbance on his home and did call up the cops to investigate hence they knee Fred and his wifebefore investigating the porno ring where they were able to pick out Fred's wife in the picture.
You have to remember that Fred says he hates video tapes and only liked to remember things how he wants to: this means that the events that you see in the movie are not in the correct order. Every time Lynch decides to fade to black implies a different scene in a different order.

If you watch the Lynch interviews even Lynch himself says this: stating that this movie was inspired by the OJ Simpson case: how a guy can commit such a horrific murder and go golfing the next day like nothing ever happened.
Also the end car chase scene is directly inspired by the OJ Simpson chase.
