This. I appreciate his use of pyrotechnics and real physical effects. He also has a genuine love for moviemaking, he gave up some of his pay from the first Transformers movie so the movie could have a bigger budget for special effects.

He certainly is. He knows the kinds of movies he wants to make, and he makes them, focusing on spectacle and intricate effects. Cinematography under his command always does as he wants, and while the films are heavy handed they are like that for valid, if incredibly business oriented, reasons.
The only real flaw in his directing is in the grey vs grey robot battles. And even that was mitigated in Transformers 4 a bit.
...I still hate the Transformers movies, but a lot of that is because of the scripts, which Bay doesn't really care about except as a vehicle for spectacle, and for some of the creepy, puerile shit he thinks is comedy. Nonetheless, he knows his audience.
