Regardless of the lack of source and obvious bait, I do believe he has no intention of finishing the books
He started them in fucking 93, I think it's safe to say the show gave him some incentive to work a bit more but now he's back to just not caring about it
He's written a bunch of appendices and side stories and other shit but has no desire to actually progress the plot. Smart move imho, now that it's popular as all hell he'll be put to huge scrutiny, why risk ruining your legacy when you can just be remembered as a 'iconic' writer who was tragically taken by old age and mega-diabetes too soon
