I can't think of a single other franchise - movie or TV - that has such a seizmic list of iconic characters

Because they accumulated over time. A vast number of them were only originally meant to appear as a one time joke but then the writers came back to them.
The Venture Bros. is the only other show that has so many likeable side characters.
