I don't understand how this works.
All crime is legal for 12 hours. How do you reinforce crime at the end of 12 hours? The cops, the politicians, and the army could all be out purging. They definitely aren't waiting together at the barracks because they could just be at war with each other during the purging. The police definitely aren't all waiting in the station for the 12 hours because they could just purge each other. What if everyone just decides to keep on purging?
What if someone detonates a bunch of bombs all over the place with a minute left of the purge time?
How are the rules of the purge enforced (in the first film, the government precludes certain weapons from being used and I assume this means nukes and other weapons of mass destruction) DURING the actual purge?
