I think a big part of the dissonance comes from the fact that Cersei is one of the characters women invariably project into. She's beautiful, she's powerful, she use men and is not used, she's essentially everything these people want for themselves. When Cersei does the walk, they empathize, and when she gets to play out her revenge, they get to play out their revenge fantasy
This is why the Sansa rape was treated so much differently. Viewers also project into Sansa, she being the beautiful maiden. I think this actually gives some insight in human psychology and why some women always tend to take issue with "female representation".
When you look at someone like Ramsay no one seems to take issue that he's evil and crooked. He's not seen by men as a representation of men but just as one of many facets and molds men can fall into. He's his own individual character and whatever evil he does is not projected onto the male population, he does not stand for them and they do not stand for him.
With female characters this perspective shifts. Anything a woman now does is framed within the narrative of female empowerment and their representation as such within that broader perspective through the lens of the observer. If something bad happens to Sansa it somehow is a blow to female empowerment. If Cersei blows up a sept full of innocent people then that's somehow invigorates female empowerment. It's as if there is an universal need to project into any female character that is above her peers. Sansa is born a noblewoman. Cersei is born a noblewoman. They are princesses turned queens, they were already so much above anyone around them in status that their actions do not matter for the inherent power they posses. It's almost like the whole capeshit fantasy where people imagine themselves gaining superpowers one day like exceptional strength, flying, time-travel etc. because it feeds into their own egos for a need of self-importance.
It's not about female empowerment, not really. It's about the wish to possess power and strength without being judged for it. Cersei dug her own grave, she was responsible for the Sparrow bullshit in the first place, all throughout season 1 up to season 6 she made one bad choice after another that ruined countless of lives.
