Problem with that is that old Wildfire can be set off by less than a naked flame. Anyone going down there could have set it off by bringing a torch, which they'd be likely to do, or just hitting one of the casks to see if they sounded empty.
I guess King's Landing just doesn't have many urban explorers, though, beside Vary's little birds. No-one could even understand how Arya got out of the Red Keep, which the guards really should know all the ways out of. I suppose you can't fault them when you have to bring torches to see shit, and the torches might run out on you, stranding you in miles-long tunnels running below the entire city, screaming for help entirely in vain as you scrabble around in the dark slowly dying of thirst.
