It's a really good comedy with a lot of heart (and a Nancy Allen almost giving oral sex to a guitar scene).
Milius didn't write it (or, if he did, it's not public knowledge. The guy wrote a lot of shit for/with other people and didn't get/ask for any credit), but he was a producer.
