They did not use "that filter" on everything, they used different colour balances depending on the environment and context. There is nuance to this, they didn't slap "grey" on everything. Compare the daytime scenes in TGWD with the daytime scenes in Raven for example, or even the UK scenes versus the Mexico scenes in Zygon Inv.
Something like pic related is not as simple as 'lol we took out all the colour'.
