The "best movie" is the original. But over 60 years the series has gone through enough changes and tones that there can be no real consensus.
The first Godzilla I ever watched was Godzilla vs. Biollante, so that has a special spot in my heart. But overall I'd say Tokyo SOS is the best.

The original film no doubt. Among the campy ones I like Biollante, Smog Monster and Destroy All Monsters the most.
Vs Megalon best
I was actually wanting to see some Godzilla films I never seen before lately.
Godzilla vs. MechaGodzilla 1974 is by far my favorite.
