It doesn't make sense because it doesn't explain how they are able to fly. A grown dragon would be too heavy to fly just through flapping it's wings alone. It would need to move forward and leap into the air before gliding, something a four legged dragon could achieve whereas a two legged one couldn't.
Being creatures that can kill anything and fly anywhere, a dragon also has to adapt to any terrain and this again makes more sense for it to have four legs instead of two.
There's also the fact that Dragons as a fictional creature were created as an combination of multiple elements of living animals. A lizard's head and snake's neck and tail, with large bat-like wings and four legs like that of a large cat. Meanwhile a two legged dragon just looks like an oddly shaped and overgrown bat. Trying to make an inherently mythological creature into something realistic doesn't at all make it more believable, it just looks stupid.
