This is kind of a stupid question but I guess based on ratings from numerous websites total ratings this movies called Rose starring Maggie Cheung. Its a love story about her being an insurance agent who falls in love with her client who is part of a triad. Not very good but every once and a while it gets really inspired like there's this fight scene where the soundtrack is just drums and a woman wailing, im pretty sure the entire soundtrack is original. If you can ever track it down its so balls out stupid that it's totally worth your time.
Runner up is maybe Jamal Faanaka's last film street wars. It definitely has a cult audience but it's absolutely underappreciated. The story involves grandmas murdered by rpgs, ultralight (imagine the mariocart gocarts with wings) drug raids, and a ridiculous theme song. It's kind of sad considering Penitentiary is actually an amazing movie and his last film is a total joke, but it's a really funny one.
Not nearly as obscure, I think it did ok an cannes, but probably the best movie I've seen that I've found little audience for is this movie called The Other Side from last year. It's personally one of the best things I've ever seen and I'd love for it to get greater recognition.

buddy you gotta dig deeper. I'd be impressed if you could track down this director's other movies. House is pretty common every since it got released on criterion but none of his other films have been released outside of japan and I haven't been able to locate copies of those dvds
