As long as you could hold your shield against a hit, which requires basic fitness, you could fight. The point is, a forlorn hope dude with a huge claymore would punch through a weak guy in a formation, but that was no reason to remove the weak guy as it's a single case, not the case of the whole situation.
Hell, romans were one of the most effective fighting forces in all of history and they were largely 5'0 - 5'2. They were trained mostly in cardio and stuff like gymnastics, with little to no strength training and they didn't need much, because stabbing a dude with your gladius didn't require that much strength.
Spartans weren't the biggest and strongest either, they were starved and forced to endure insomnia, they were just the most organized, brutal and had no morale issues (no one gave a fuck if they died so they rarely broke formation).

Well, there is the question of what muscles have been trained and for what. Different training produces different muscle fibers, suited for different things, for example there are explosive muscles and enduring muscles. Body builders focus on large and visual muscles, for aesthetics. They're strong, sure, but they haven't trained to be good at working on a farm, for instance. They'll still be good at it, because they've trained so fucking much, but the same amount of muscle growth with more suitable muscles and fibers is going to be much stronger for that kind of work.
