Thought it must be said, I have a soft spot for HBP because of the great aesthetic and atmosphere. Probably would be first in my list if it didn't cut the Battle of the Astronomy Tower.

Should't have to explain why PoA is best, seems to be widely agreed upon. Goblet of Fire is just a mess. Chamber of Secrets doesn't really hold up well, but it's okay. The general atmosphere and introduction to the world holds up a lot better in Philosopher's Stone.
Order of the Phoenix should've been much longer, but it did have some stuff it did really well. Deathly Hallows Part 1 is great if you like the characters and how they work/clash together. If you don't, you're probably going to find the parts/drama in the woods boring. Having the Three Brothers bit also gives it a plus.
