There are a few things that could imply it's not as simple as Kylo killing the younglings.
When Rei sees him stab a "apprentice" through the chest if you look closely the dude getting stabbed is charging Rei with combat armor and a vibro-blade, that doesn't look like a youngling to me, it looks more like Kylo is saving Rei(or whoever's point of view she is seeing through) from an attack.
