There's two core answers to this.
The first is the main actors and actresses. With each passing season they demand more and more because of the time commitment to the show.
The second is the importance of struggle in making art. When you've got serious restraints (season one) you squeeze every cent you can on screen, and really think creatively about the most important things to show, and the best way to show them.
When you've got an abundance of resources (ten million an episode) you don't really need to try honestly. It will work itself out later, someone else will do the hard yards.
