Getting caught was not an issue, it was the goal. They were presenting their murders to the realm. He criticizes them for their barbarism. However, take a note: when he criticizes Lorch, he calls him stupid. When he criticizes the brutality of the murders, he shrugs. He dismisses Elia's murder as unnecessary but important.
The real sticking point for Tywin... is the rape. Not because he has a problem with rape, but because he can logically defend murder as a tool of power, while rape is an illogical excess. He can't rationalize rape. That's why we only see him carry it out against Tyrion, who embodies his insecurity, sole target for his irrational urges.
