The idea is that rich people don't attack one another openly and instead focus on the less secured poor people who are also seen as people dragging down society anyway. Obviously if someone has a specific beef with their rich neighbor they might act on it if given the opportunity but otherwise they just focus purging on poor people.
The security system is more like an honor system of sorts. If they had just given up the nigger in the first movie those people probably would have walked away no problem.

The idea behind the Purge movies take WAY MORE leaps of logic to ignore the inconsistencies of.
With King Kong all you need to suspend you disbelief of is how big a monkey can get.
