a valid question. It actually largely depends on whether we're talking early-to-mid 90s or late 90s.
Early-to-mid 90s were a lot about oversaturated colors, yet relatively low contrast, neon (even more so than the 80s, actually), general MTV aesthetics, lotsa rubber and awful early CGI here and there.
The late nineties were all about CGI and making everything either green or blue.

Naw man that's definitely 00s flick. Movies like Van Helsing, the League of Extraordinary Gentlemen, Underworld, AvP, Terminator 3 are all examples of this. They have little in the way of a engaging story, lots of action and explosions, lots of mid level CGI and a "twist" at the end. Movies that seem like 00s action flicks and are more current are stuff Dracula: Untold, X-Men Origins: Wolverine, and Pacific Rim.
