I would also consider the Starks because they make so many goddamn retarded decisions despite being highly educated (relatively speaking). There's really no house that, on average, makes as many dumb decisions as the Starks. You could argue the Targaryens, but a sample size of only Viserys and Daenerys (and Aemon if you want to nitpick) is a bit too low.
