In BvS Flash has a milk bottle in his hand, then he rushes to stop the thief and when he comes back the bottle is in the floor.
Quicksilver saves a girl, left a soda can floating and comes back to drink the remaining of the can, also when he started the whole race, he left some twinkie and a card floating in the air.
So far from what we have seen Quicksilver is faster than Flash in the movies, Flash could still develop his powers.

Fox didn't have the rights of Quicksilver though, he had the rights to the mutant word and the most famous mutants, Pietro wasn't per se there.
Marvel was smart and used Pietro as an Avenger and changed his origin to avoid problems with Fox.
Though it seems the reached an agreement, Marvel gets SW and Fox gets Quicksilver, and that's why Pietro died in AoU.
We don't know how quickly Quicksilver moves and we don't know how quickly that thing Bruce saw in his dream moves.
