So this wasn't really Arya, right?
It was Jaquen faceplaying Arya to get the waif to kill the wrong person so her guard would be off, then real Arya comes and wrecks her shit. When Jaquen first met Arya, he told her she could offer the people she wanted dead to the Many Faced God, and didn't talk about becoming "No one" for a while. Maybe he never intended for her to become one of them. If you think about it, the Waif hasn't become No One, because she has a personal vendetta against Arya. The next episode is called "No One", so some big shit is going to go down with her storyline.
Think about it: in the previous episode Arya gets Needle and goes into a dark room and blows out the light, waiting for the Waif to come. She has training while being FUCKING BLIND that she can use to fight the waif.
in this episode she's strolling around Braavos not giving a FUCK, just standing around with no guard up and she doesn't even have fucking Needle on her. Sudden bizarre personality change. The entire scene was so weird and bizarre it seemed like it was a dream especially when she appeared to get her throat slit by the Waif.
It wasn't Arya, it was a faceless man.

They're testing her to see if she can be "no one," but she can't give up her grudge on Arya, like Arya can't give up her grudge on the people on her list. Notice how Jaqen's praises for Arya are always in the presence of Waif. He's egging her on to get a reaction out of her and to see if she's giving up or not.
Jaqen also lauds her as the good teacher's pet because she wants to be considered "better" than Arya. But if they're both going to become 'no one' then it shouldn't matter if she's better than Arya or not.
Jaqen's testing them both and neither of them are going to probably make the cut. I'd even go so far to say that Waif is performing worse than Arya, and is blind enough to not realize it.
