This is true, but it also means less muscle if they're about the same size as the tiger.
A bigger bear will win most of the time and a tiger would avoid confrontation. Remember a tiger is a hunter and can't risk injury, while a bear is an omnivore. I'd say that if of equal size a tiger would probably win, but a bigger bear will win most of the time.
