the mentality of "X beat Y and Y beat Z that means that X will always beat Z" is something that anime, Dragon Ball Z in specific, has severely damaged popular culture with. The need to somehow measure the power of a fictional character and compare them to others is childish and pathetic. Assigning some kind of number to a character from Naruto and saying that could be a character from some other anime because their "number" is lower is some of the most insipid and mind-numbingly retarded ways to make use of your time. Crossing genres is even worse, especially in the Superman vs. Goku debate, with losers trying to establish some kind of "upper strength limit" based on their feats.

Anakin would've grown more powerful than all of them combined if he wasn't almost killed by Obi in Lethal Lava Land.
At the time of ROTS, Sheev was the strongest overall in terms of fighting and force ability. Yoda was on par, of course.
Anakin in his prime wouldn't be able to beat Yoda. He lacked mental discipline and often tried to brute force his way through things, so while he could overpower anyone that fought him head-on, he struggled with anything that put up an ample defense or took advantage of his arrogance.
Obi is actually pretty weak force-wise, at least compared to the rest. His only real talent as a Jedi is in playing defense which is more attributed to his mental fortitude, which he did for the entire fight vs Anakin and only really managed that since Anakin was relying solely on trying to bash his way through Obi for the entire affair.
Pre-suit Anaken was the strongest force user and was stronger than yoda and sheeve and Mace and Obi wan, etc. He knew he could eventually overthrow the emperor. However, being stronger, doesnt necessarily mean you always win every lightsaber duel

Anakin's midiclhlorian count wasn't a mark of power (though it did indicate that), it was a mark of fate, destiny. Anakin was the most connected individual to the force anyone had ever seen. And because of that, the force worked through him. Both sides of it. So when the time came for anakin to be powerful, he was. And when the time came for him to lose, he did.
