It's a primary color and cheaper to print than some mixture. Same reason why Spiderman's villains are mostly green. Hulk is also green because printing costs. Iron Man is red/yellow. Superman was Red/Blue. Batman is grey or blue/grey. See it?

Because black ink was more expensive and using dark shades of blue can convey shadows better. Half the blue mutants were actually black originally but early on were offically confirmed as "always being blue".
Spiderman's costume was originally Red and Black but Blue ink was used. Over the years they always go inroduce a different red and black suit but the public are so used to red and blue.
