The whole backstory about Wonka closing down was that Slugworth had eyes and ears around the place to spy on him. Would be hard to believe some of that isn't true.
Alternatively, again, Charlie really lives right near the Wonka factory, literally passing it on his way to his house. Slugworth/Wonka hearing the uproar when the bystanders saw Charlie won it isn't out of the question.
