If bountiful resources encourage specialisation then shouldn't Northern Eurasia be less developed than Africa, even ignoring Northern European empires the Mongols and Turks cucked almost the entire world at one point in history and they come from pretty much the coldest, most barren place in all of Asia

Depends on what part of Africa we are talking about, it's a big place with a lot of inhibiting terrain (sahara, The jungles in congo, various smaller deserts).
But yes for a large part of history northern Eurasia wasn´t a world leader, for the most part of history the big world-leading civilizations where centered mostly around the Mediterranean, Northern India and China. It wasn't until the industrialization northern Eurasia started to utterly dominate the world. Northern Eurasia also had the advantage to be more closely connected to the Eurasian trade network.
The various civilized parts of Africa had specialization, all of Africa weren´t spear-chucking savages. Without going into it to deeply they had their ups and downs just like every other region on earth, the idea that Africa has always been massively behind everyone else is just us projecting our view of Africa into the past. Africa situation of today can largely be attributed to colonization/de-colonization and the globalization process going on today.
Regarding Mongols/Turks, Central Asia is a favorite subject of mine. Without derailing these thread too much I can say that Pastoral societies are by nature always resource poorer then agricultural societies, but what made them relevant was their military capabilities.
