That's not true. The nations that have violent punishment for crime tend to have far less crime across the board and a much lower recidivism rate.
Countries where parents can spank/belt their children also tend to have less problems with the youth. This leads to them receiving a much better education and a much stronger work ethic.
Much of the youth problems in the US are directly attributable to the fact that parents/teachers can't effectively punish the children and the kids know it. The few punishments that they can dish out have also proven to be very ineffective compared to those given out in the past.
