This. The guy was literally turning away business for a customer's safety.
That said he wasn't entirely innocent. He could've explained this in a much friendlier and informative way. It's no wonder the knight was driven to tears. He thought the potion seller was taunting him (and considering his smug tone, he was). Public relations can save a shitload of grief. If the potion seller didn't own the shop, he should've been fired, or at least given a stern lesson in sociable behavior.
